Workforce Pipeline Notice

This notice explains how the No-Off Season Workforce Pipeline works and how it relates to Indiana DCS service standards, partner contracts, and employment decisions.

Nature of the Workforce Pipeline

The Workforce Pipeline is an operational recruitment and readiness tool that stages candidates for DCS-aligned roles based on qualifications and readiness. It does not itself create an employment relationship, contract, or guarantee of work, and does not replace any official Indiana DCS service standard, DMHA/Medicaid rule, or partner HR system.

Qualifications and standards

  • Placement in the Workforce Pipeline does not, by itself, make a person DCS-qualified, Medicaid-billable, clinically privileged, or cleared for client contact.
  • All qualifications, training, supervision, and caseload rules are controlled by the current Indiana DCS service standards, DMHA/Medicaid rules, licensing boards, and partner policies.
  • Candidates must meet the specific requirements of the service standard, contract, and role before any assignment.

Partner responsibilities

  • Final worker classification (for example, W-2 employee or 1099 contractor) under applicable law.
  • Hiring/contracting decisions, background checks, employment eligibility, tax and payroll documents, and onboarding.
  • Supervision, scheduling, safety protocols, and authorization to begin work.
  • Compliance with their own contracts, policies, and all applicable laws and regulations.
